Selection of New Solicitor Divides Salisbury City Council
Following Monday night's closed door session of the Salisbury City Council, the Council majority selected a new city solicitor, removing Attorney Paul Wilber from his 14-year-post.
The Seidel, Baker and Tilghman firm, fronted by Mark Tilghman, was appointed as the new city solicitor.
Council members Shanie Shields and Laura Mitchell took issue with the appointment, citing the decision was done hastily and without proper deliberation.

Allegations arose at the meeting that Tilghman was professionally connected to several members of the Council, but the Council majority said they were displeased with former solicitor, Paul Wilber's performance.
Council President Terry Cohen criticized the allegations and said the new appointment was justified.

Wilbur's firm-Webb, Burnett, Cornbrooks, Wilber, Vorgis, Douse and Mason, turned down the Council's offer to serve as assistant city solicitor, but agreed to provide counsel in pending legal matters.
